Current UK legislation is impacting upon the feasibility and cost-effectiveness of medical record-based research aimed at benefiting the NHS and the public heath. Whereas previous commentators have focused on the Data Protection Act 1998, the Health and Social Care Act 2001 is the key legislation for public health researchers wishing to access medical records without written consent. The Act requires researchers to apply to the Patient Information Advisory Group for permission to access medical records without written permission. We present a (...) case study of the work required to obtain the necessary permissions from PIAG in order to conduct a large scale public health research project. In our experience it took eight months to receive permission to access basic identifying information on individuals registered at general practices, and a decision on whether we could access clinical information in medical records without consent took 18 months. Such delays pose near insurmountable difficulties to grant funded research, and in our case £560 000 of public and charitable money was spent on research staff while a large part of their work was prohibited until the third year of a three year grant. We conclude by arguing that many of the current problems could be avoided by returning PIAG’s responsibilities to research ethics committees, and by allowing “opt-out” consent for many public health research projects. This is the first chapter to our edited collection of essays on the nature and ethics of blame. In this chapter we introduce the reader to contemporary discussions about blame and its relationship to other issues (e.g. free will and moral responsibility), and we situate the essays in this volume with respect to those discussions.

1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

Recent years have seen a resurgence of interest in the doctrine of purgatory among Christian philosophers. Some of these philosophers argue for the existence of purgatory from principles consistent with historic Protestant theology and then attempt, on the basis of those principles, to formulate a distinctively Protestant view of purgatory—i.e., one that differs essentially from the Catholic doctrine as regards purgatory’s raison d’etre. Here I aim to show that Protestant models of purgatory which are grounded in the necessity of becoming (...) fully sanctified before entering heaven (Sanctification Models) fail to contrast materially with the Catholic model of purgatory, which has historically been formulated in terms of the necessity of making satisfaction for sins already forgiven (The Satisfaction Model). Indeed, I shall argue that contrary to widespread assumption, the Sanctification Model and the Satisfaction Modelare equivalent when the latter is properly understood. (shrink)

Ruchkin et al. ascribe a pivotal role to long-term memory representations and binding within working memory. Here we focus on the interaction of working memory and long-term memory in supporting on-line representations of experience available to guide on-going processing, and we distinguish the role of frontal-lobe systems from what the hippocampus contributes to relational long-term memory binding.

Although O'Regan & Noë (O&N) claim that the world may serve as the viewers' external visual memory, findings from the field of memory research have demonstrated the existence of internal visual representations. These representations are stored in the viewer's brain, contain information regarding visual objects and their relations, guide subsequent exploration of the visual world and promote change detection.

Some of the objections to life-extension stem from a concern with overpopulation. I will show that whether or not the overpopulation threat is realistic, arguments from overpopulation cannot ethically demand halting the quest for, nor access to, life-extension. The reason for this is that we have a right to life, which entitles us not to have meaningful life denied to us against our will and which does not allow discrimination solely on the grounds of age. If the threat of overpopulation (...) creates a rights conflict between the right to come into existence, the right to reproduce, the right to more opportunities and space , and the right to life, the latter ought to be given precedence. I welcome Mr Kennedy's general approach, but query whether the concept of consumerism is so closely applicable to medical care as he maintains. However, in particular aspects, especially the handling of complaints, his criticisms echo those made by the Patients Association. Finally, I detect some ground for hope in the more enlightened attitude creeping in to the eduction of the medical student.

A Professor of Law at Santa Clara University, Kerry Lynn Mackintosh presents us with a rigorously structured book on anticloning legislation. Although written for US readers and thus focusing on US context and legislation, the book is very much relevant internationally, due to the similarities between the various anticloning legislative endeavours and between their underlying premises.The book is divided into three parts. In Part I, Macintosh identifies and discusses the five most common sources of objections to human cloning, and shows (...) what the endorsement of each of these objections presupposes and suggests about cloning and clones: human cloning offends God and nature , reduces humans to the level of manmade objects , produces beings who lack individuality, copies (clones are evil, unoriginal, fraudulent, inferior, zombie-like, constrained, pathetic, disturbed, disgusting, identity thieves, destroyers, a threat …. Michael Dummett begins The Logical Basis of Metaphysics by noting that most of the work done in analytic philosophy seems disconcertingly remote from any concern with the “deep questions of great import for an understanding of the world” that the non-professional expects it to answer. In part, he says, this is because modern analytic philosophy is founded upon a more penetrating analysis of the general structure of our thoughts than was available to past ages, namely, the apparatus of modern logic, (...) beginning with Frege’s Begriffsschrift in 1879. Analytic philosophers take for granted the principles of semantic analysis embodied in the notation of modern logic. Even if they do not make use of a technical vocabulary, having taken these principles for granted is itself often enough to render their approach opaque to the layperson. Appearances aside, he claims, analytic philosophy is still concerned with the “deep questions.” And, to his credit, Dummett keeps an eye focused on some of the central questions of philosophy, those concerning metaphysical realism, throughout the book.
